Baltimore City Department of Social Services (BCDSS) The Baltimore City Department of Social Services is the local office of the Maryland Department of Human Resources (DHR). This government agency assists people in need by administering a wide range of public assistance programs. BCDSS helps low-income city residents access food stamps, medical assistance and temporary cash assistance, and can help pay heating bills when families lack the income to pay it themselves. They also investigate allegations of child/adult abuse and neglect.

The child care subsidy program, also known as Purchase of Care (POC), coordinates child care services for eligible families and ensures payment to day care providers. Child Care services are provided to Temporary Cash Assistance (TCA) customers participating in a work activity or a substance abuse treatment program as well as to other low-income working families.

Baltimore City Office of Child Care, Region II (OCC)
The Office of Child Care (OCC) is responsible for licensing and monitoring all child care centers and family child care providers in Maryland. The Office of Child Care (OCC) also administers Maryland's subsidized child care program for working families and administers the state’s Child Care Credentialing System.

Baltimore City Health Department
The oldest, continuously operating health department in the United States. BCHD was formed in 1793, when the governor appointed the city's first health officers in response to a yellow fever outbreak in the Fells Point neighborhood along the northwest branch of the Patapsco River. Since that time, BCHD has worked to improve the health and well-being of Baltimore residents.

Baltimore HealthCare Access, Inc. (BHCA)
A quasi-public agency of the Baltimore City Health Department, BHCA was established in 1997 to assist with the transition from Medicaid fee-for-service to managed care-HealthChoice. BHCA continues to provide health education, care coordination outreach, eligibility determination for the Maryland Children's Health Program (MCHP), and ombudsman services to HealthChoice enrollees and has expanded its service to include outreach to at-risk pregnant women and their families, the homeless, and substance abuse communities and to provide medical case management to Baltimore City children in foster care.

The Family League of Baltimore City (FLBC)
The Family League of Baltimore City collects and analyzes data on both community-based and citywide strategies; provides information on state supported and privately funded programs; and helps to plan and develop grassroots community resources—all designed to improve the well being of children and families in Baltimore City.
